The Chinese.
Negative numbers appear for the first time in Nine Chapters on the Mathematical Art by Jiu Zhang Suan-Shu which was written in the period of the Han Dynasty. It was later picked up by Liu Hui who established the rules for the addition and subtraction of negative numbers.
